OPENNING HYPERLINKS

When I try to open a hyperlink from Excel, I get dialog box with the following message;

"The operation has been cancelled due to restrictions in effect on this computer. Please contact your system administer.".

Mine is a home computer and I am the system administer. Where do I go to remove these restrictions?
